COC Netherlands is looking for a consultant or team of consultants to conduct a Mid-Term Review for our programme.
The purpose of the end-evaluation of the program is to provide COC Netherlands with information about outcomes and progress made during the implementation of the program. By identifying ways in which the project did (or did not succeed), as well as any lessons learned and best practices, the end-evaluation helps to improve how future projects are designed. The evaluation will assess progress of the implementation of the programme from start in 2018 to finish in 2023.
We are therefore looking for a consultant or team of consultants (drawn from an independent firm or organization) with extensive experience in reviewing and evaluating international advocacy interventions in the human rights space, specifically for LGBTIQ+ people. The team should demonstrate expertise in working with LGBTIQ+ organisations, lobby & advocacy work, and capacity development of community-based organisations (CBOs)

About the LGBTI movement in Central Asia
The programme started in 2018 and will end in March 2023. It is implemented in collaboration with the LGBTI movement in Central Asia and funded by the Bureau of Democracy, Human Rights and Labor of the US state department. The program focuses on empowering LGBTIQ+ organizations and people in Central Asia to effectively be able to participate in political decision-making processes, with the aim of helping to build more sustainable and inclusive societies.
